🐾 Need Assistance With Feral or Community Cats?
R3 Feral Cat Rescue Inc. is a Hermitage, Pennsylvania–based 501(c)(3) nonprofit, operating through volunteer and foster-based programs dedicated to the humane care, population control, and safe placement of community cats.
We understand that situations involving stray and feral cats can feel urgent, overwhelming, or complicated. Our goal is to provide safe, lawful, and humane solutions that support both the cats and the community.
🐱 How R3 Feral Cat Rescue Can Help
✅ Trap–Neuter–Vaccinate–Return (TNVR)
TNVR is the most effective and humane method for stabilizing community cat populations.
Through our TNVR program:
Cats are humanely trapped using safe and approved trapping equipment
Transport is arranged to licensed veterinary providers
Cats are spayed/neutered, vaccinated (including rabies per Pennsylvania law), ear-tipped, and health-assessed
After recovery, cats are returned to their original colony location unless relocation is deemed necessary and lawful
This program helps reduce:
Overpopulation
Nuisance behaviors such as fighting and spraying
Spread of disease
R3 Feral Cat Rescue follows best-practice standards and operates in alignment with applicable Pennsylvania animal welfare statutes, local municipal ordinances, and public health requirements.
🏡 Re-Homing & Socialization
Some cats are friendly, young, or otherwise suitable for indoor homes.
When appropriate, we provide:
Behavioral evaluation
Safe socialization through foster care
Adoption placement into screened, permanent homes
Cats who are not suited for indoor life will not be forced into home placements that compromise their welfare.
🌾 Relocation to Safe Working Cat / Caretaker Environments
In specific cases where a colony location is unsafe (demolition sites, traffic hazards, cruelty concerns, etc.), relocation may be considered.
We work with:
Farms
Warehouses
Barns
Industrial or rural properties
These placements require:
A committed caretaker
Daily food and clean water
Shelter appropriate for all weather conditions
Ongoing monitoring and veterinary care as needed
Caretakers in our Working Cat Program sign agreements outlining their responsibilities and compliance with applicable local and state laws. Relocation is only conducted when humane, safe, and legally permissible.
⏳ Availability & Wait List
R3 Feral Cat Rescue Inc. is entirely volunteer and foster-based. Our ability to assist depends on:
Foster home availability
Volunteer capacity
Veterinary scheduling
Funding for medical care
For this reason, assistance requests are handled through:
📋 First-Come, First-Served Waiting List
Non-emergency situations are placed on our waiting list in the order requests are received.
🚨 Emergency Assistance Program
We prioritize emergencies when resources allow, including:
Injured or visibly ill cats
Immediate safety threats (construction, active harm risk, environmental hazards)
Nursing mothers with newborn litters in dangerous locations
Emergency response is not guaranteed and depends on available volunteers, fosters, and funding.
📍 What We Cannot Do
For legal, safety, and welfare reasons, R3 Feral Cat Rescue Inc. cannot:
Remove cats from private property without owner consent
Interfere in situations under active municipal or law enforcement authority
Accept unlimited intakes beyond volunteer and foster capacity
Provide direct veterinary services (we partner with licensed veterinarians)
Guarantee relocation, adoption, or immediate response
Community cats are often legally considered free-roaming animals; actions involving them must comply with property rights and local regulations.
